The organization is led by Colonel Emilio T. Gonzalez, U.S. Army (Retired), Ph.D., a distinguished military intelligence officer with a 26-year career in military intelligence and diplomacy. Colonel Gonzalez has held senior executive roles at the highest levels of the U.S. government, including serving as Director for Western Hemisphere Affairs at the White House National Security Council and as the Senate-confirmed Director of U.S. Citizenship and Immigration Services, an Under Secretary-level position at the Department of Homeland Security where he led a 17,000-person agency. His public service career also includes extensive operational leadership, having served as the chief executive for Miami International Airport and as City Manager for the City of Miami, overseeing a multi-billion-dollar budget and thousands of personnel responsible for critical infrastructure.
